construction_cost_bonus_military bonus in the EDB File

I was looking through the EDB file when I came across this:
construction_cost_bonus_military bonus 2
Does anyone know what this means?
I would think that this means that the building gives a 10% decrease in troop recruitment costs but I want to make sure.

According to it, you're right except that the 2 means 2%; however, it also says that this feature doesn't seem to work.
