Read The Friendly Article: it's none other than Joe Lieberman. So you know it's technophobic and wrongheaded.
Sounds way too authoritarian and open to abuse to me. I hope it doesn't pass, because I really don't want the government to have that kind of control over the internet. Plus "cyber terrorists" could use it against us by staging a fake "cyber attack", then the government would panic, shut the whole internet down for who knows how long, and a lot of businesses would no longer be able to function, which would be a huge hit to the economy.

This has always been `possible', considering that until not too long ago all root servers were located in the USA anyways. (There's a Russian alternative now, which handles domain names in Cyrillic.) Another thing you might consider: root certificates. That's largely a USA business as well.

Well bear with me, but it's a king of interesting scenario nonetheless:
(1) For whatever reason Joe Lieberman gets his fetid wish and a the Internet Topkill is put into motion;
(2) The USA's root servers are seized and shut down. This means the ability to lookup DNS queries is severely impacted, although DNS caches still continue to provide some relief.
(3) ISPs are forced to comply, their DNS servers are shut down as well. Only major subnets employing their own DNS servers will continue to have some form of functioning internet, due to their own DNS caches.
(4) You just lost your economy because there's only like 5 geeks who know the IP addresses of all the websites they want to find, and they all point to some Open Source code project.
(5) Lieberman announces his victory, masterplan for global mistrust and dislike of the USA completed...?
(6) Profit? Unlikely considering that all business relying on Internet just stopped 3 steps ago.
(7) Security? Unlikely considering you lost all ability to communicate between $agency1 and $agency2 3-4 steps ago.
(8) PR disaster? Sure thing can you imagine how pissed the likes of the UK are going to be? Russia is quietly thanking its foregsight to buy its own top level domain. Okay, no more youtube and no more russian brides, and yes it just did see its biggest export lose all market; but hey you can still visit the Russian ministery of truth websites provided you access it through its cyrillic domain name... <_<
(9) USA loses control over root domains as more and more countries seek to establish their own to provide relief...
I presume his wish is to pay tribute to Bush, Cheney and Wolfowitz in making the USA a less loved and more reviled country. It's a plan of such stunning tactical and strategical brilliance it could almost have been conceived in Israel.
Reminds me of the plan in Britain. They want to force all Internet through 2 (or 3) entrances/exits in the Country. One through France, one with America, one with Denmark? (Not sure on this last one).
Part of it is the ability to turn off any of these entrances/exits at any times. Amongst otherthings. Also will involve a national firewall/censor/authoritarian-control-freaks too.

Well, look at Australia; look at how well that's executed.
The tv generation is at it again, our 100% perverse christian overlords with their prying eyes and fiddly fingers keep comming up with things like this. Maybe we should explain that most people have webcams so they spy on what happens in the bedroom, got to know how to push their buttons.

We all went to the school doctor, to put it in a database for every idiot to acces and draw it's own conclusions freaks the hell out of me. Especially since they are moralising calvinists, as my grandma said; 'when these hands aren't folded they try to slip in your pants'. I am from de Veluwe, I know griffo's. This is why Joe Lieberman is terrible. He actually said on tv, something along the line of "China has one in case of extreme emergency, so we need one as well." Brilliant.
