Hello all, can someone please help a poor noob, new to EB?
First of all, I play as the Romani. How come I can only recruit in like 4 cities, and what do I need to recruit in the over settlements?
Secondly, I recently conquered Segesta, which used to belong to the Eleutheroi. They eventually rebelled and kicked my soldiers out of town. However, for some reason Segesta now belongs to...Koinon Hellenon! Shouldn't it belong to the eleutheroi (in this case, the ligurians)?

Welcome to the forum and to EB, prepare for a wonderful gaming experience.
Some rebellions will join certain factions, so to speak, many joins KH, but Ankyra for example joins a Gallic faction, usually the Averni. I cannot recall the prerequisites, but I think it is depending on whether a civilised faction has built anything in it before it rebels.
In order to recruit in a city you have to build MIC (Military-Industrial-Complex) and to have a government. Each government has advantages and disadvantages and some does not allow you to recruit in some cities (Bononia has certain build problems until you reach a certain MIC level under certain governments AFAICR).
Buildings from another culture makes cities more likely to rebel BTW.
Confused? Look here:
1. Take city.
2. Destroy Barracks and sometimes Temples and like buildings
3. Build Regional Pacification.
End Turn
Next turn:
Start government
Some turns later it finishes (1-6 AFAICR depending on type. I often build an allied and that takes 1. Later replaced with a higher level.)
When it does either build Temples, MIC or whatever you need most.
When you have Government and MIC, you can recruit.

Furthermore you will only have access to troops after certain reforms. As you are new to EB, I suggest reading the EB-FAQ (https://forums.totalwar.org/vb/showthread.php?t=84854).

Why do you need to destroy barracks/temples? I've never done that before, and I've always been able to build temples or upgrade barracks.

You need to destroy the barracks because they are in most instances useless to you (unless you share barracks with a faction).
Some temples do not work with your faction, I have found that problem with the Romani too. Some temples cannot be upgraded or give a bonus of 5% while they are at the wonderous level.

don't to destroy other factions governments as these disable the installation of Regional Pacification and thus further goverment levels while you're in the Cammilian era it would be best to install level 3 or 4 governments in most provinces you conquer(exept Segestia afaik) as you can't train your troops there anyway and should rely on regional troops.

What are the different types of MIC?are they usually called 'barracks'?

There's a "native" barracks line for each faction, and a "foreign" barracks line for each faction. The native one gets you the Roman legions (or the troops for whatever faction that you're playing) we all know and love. The farther away you get from your homeland, the fewer (and less elite) troop types this barracks line will give you. The foreign barracks gives you troops similar to the people you just conquered. For instance if you build up the "foreign" line in Athens you can get Greek hoplites. If you build up the foreign line in barbarian areas, you can usually get the lower level type of that troop... but foreign barracks rarely give you anything in your homelands. Rome's a little wonky because which line of barracks gives you the most benefit changes as the game progresses (see the EB FAQ about Reforms - but don't worry, you can conquer the world even if you don't do all the reforms).
Its hard to tell these apart when you're new to EB (and harder when you're trying to figure out which to destroy. Read the description of the buildings to figure out which line of buildings is foreign and native (I don't feel like looking it up for Rome, should be fairly obvious). When you take a city, if you look at a barrack building's description, scroll all the way to the bottom and it will tell you what faction can use it. Occasionally it's you! If you play as the free Greek cities (Koinon Hellenon), for instance, there are a lot of rebel cities with a Greek culture that come with buildings ready-made for you.
As far as culture, when I take a city I intend to keep for a long time, I frequently destroy almost everything I can of an opposing culture (marked in parentheses after the building, unless you built it, then there's nothing - Rome's is Roman). Sure that trader building gives you more monies, but you can always rebuild it and its causing your people to be unhappy because its another culture.
Anyway, look at the sticky threads for introduction to EB mechanics, etc. It's a great mod, you should enjoy it even if you don't enjoy history. If you do, it's a dream :).
The Tribal barracks, as they're called for certain factions, are the Native ones that Fred mentions. These are also sometimes called Factional MICs. The Local MICs, or Foreign MICs as they're also called (Regional as well), are best built in Type III (3) and Type IV (4) government settlements that are usually far from your homeland. Your homeland and your surrounding provinces, usually Type I and Type II settlements, are best suited for Native/Tribal/Factional MICs, as these will give you your own faction's best troops.
