How to change Persian Reform - Hayasdan?

I'm in my 3rd Hay campaign and once again the Persian Reform isn't working the way it's supposed to.

I read the FAQ many times and I'm sure I meet all the requirements to trigger the reforms.

The only 2 settlements that I can upgrade are Susa and Persepolis. Some of the other ones get the persiapart building but after I finish building it, i never get the persiafull building.:embarassed:

Anyway is there a way to change the EBBS script to make the reforms happen automatically once you have Susa and Persepolis?

1. Make a backup.
2. This belongs more into the sub-mod forum
3. You should be fine if you just delete everything else than the counters, the if_local command and the wished cities. As I'm not on my build this could go also wrong, but it is a possible direction.

I looked at the reform script in the EBBS but it seems way too complex for me to figure it out.

I did find it though! I used a previous save game and tried again.
This time i destroyed all buildings and only built the ones required for the reforms and it worked:idea2:

Maybe some leftover Seleukid buildings screwed up my reforms?
