About the charge bonuses...

If teh charge bonuses are changed beyond 8,there's no real effect...is it true that charge bonuses bigger than 8 are not taken in to account?
And how could they be changed to be more effective?

The cutoff of the difference factor is 20. Charge + melee - defend is limited to 20.
