I just recently came back to playing EB after a break of a couple of years. Running it on a Vista laptop (and with good frame rates after turning off shadows and anti-aliasing). Previously I'd played Makedonia and Koinon Hellenon. This time I'm playing KH again.

The different governments (I, II, III, and IV) allow different buildings (most importantly the factional and regional MICs) and have the explicit differences of the effects on their info cards. Beyond these, I'm wondering if there are other effects and how they influence what should be built where.

With the KH, the type II government is quite good. Besides Sparte, is there anywhere else in the homeland worth having a Type I (which gets you the level 5 factional MIC and the highest level gymnasion)?

When choosing Type IV over III, besides the lower cost, quicker build time, and minor public order difference, is having a client ruler that helpful? They're damned expensive to build and maintain. What's the effect of a Type IV with no client ruler? Commonly, there's not enough Family Members around to have governors in all settlements, so you're already looking at a lot of settlements without governors.

Allied governers help loads in keeping unruly provinces under control.

In my game I made Athenai a type 1 government since I wanted to make it my capital and I thought it inappropriate to make a type 2 city a capital. Otherwise, regardless of how good type 2 is, I tend to make any city that I can type 1. -M

Of course it depends very much on what faction you are playing as well. For example southern Italy cities work best using 3's and 4's at first because you can get the better troops from them even though they are Roman Homeland provinces. Furthermore, Ireland for the Casse is Homeland (or expansion maybe) but benefits from 3's and 4's due to the goidolic (sp?) troops.

Generally type 3 governments suit me fine for whatever i need especially cosinering that I don't care much where I move my generals and always forget and send them into type 4's by mistake (a big no-no!).

Use the recruitment viewer and see what troops are exclusively available to lvl 5 reginal MIC and thats the provinces that you must have a lvl 4 in to get that. Otherwise its down to personal playstyle.

NB: I know most factions can get Elite Thracian Infantry with a lvl5MIC. But as far as I can remember the ONLY other units that the KH get with that level MIC is the Noble Gallic cavalry over most of Gaul and the Scordisci troops in that wierd gallic province on the western edge of Thacia. Other than that you can build KH lvl 3's everywhere else and not miss anything.

Client rulers are actually quite usefull for the KH as after the initial "conquer all of Greece"-Phase you'll be filfy rich and thus can afford having them especially as unlike most other factions you don'T really "need" more than 4 level 5 barracks(in a fullgrown Empire) except when relying on Gallic cavalry a lot. Client rulers also Help a lot dealing with unruly faraway regions, which can be seen when Conquering arabia without naval supermacy :( - no Client rulers there.
apart from that most Recruited Generals are pretty usefull considering the KH FMs are infantry(good infantry tho) and could prove too slow in some situations.

not to mention that lvl 4 Govs are almost essencial for good roleplaying

ps is it just me or are Client rulers/Generals more likely to be Sharp Charismatic and Vigorous than FMs?
