I just recently came back to playing EB after a break of a couple of years. Running it on a Vista laptop (and with good frame rates after turning off shadows and anti-aliasing). Previously I'd played Makedonia and Koinon Hellenon. This time I'm playing KH again.
The different governments (I, II, III, and IV) allow different buildings (most importantly the factional and regional MICs) and have the explicit differences of the effects on their info cards. Beyond these, I'm wondering if there are other effects and how they influence what should be built where.
With the KH, the type II government is quite good. Besides Sparte, is there anywhere else in the homeland worth having a Type I (which gets you the level 5 factional MIC and the highest level gymnasion)?
When choosing Type IV over III, besides the lower cost, quicker build time, and minor public order difference, is having a client ruler that helpful? They're damned expensive to build and maintain. What's the effect of a Type IV with no client ruler? Commonly, there's not enough Family Members around to have governors in all settlements, so you're already looking at a lot of settlements without governors.
