whats the point of FN_FREE factions

if the FN_FREE factions arent usable then what is their purpose of existence?

As far as I know the only thing that stops them working
is the coding.The files have been left with some of the
developing notes and methods to help modders
but that does not mean they are all
functioning and uncoded.

I'm hoping the expantion pack
will give us more to play with.

Btw I use them for development of new factions
and swap them in when I want to use them for testing
It's like having the format laid down for you
to follow but that is all.
