Ive played Epeiros and Getai so far, and decided to try out Saka since thye were descroped as nigh impossible. However, I couldnt understand the government system at all, with the getai and Epirotes, they were numbered as 1,2,3,4, however this is not the case with the Saka. Plz explain.:inquisitive:
I have eliminated Phalav and Baktria but do not own Alexandria Aria and am without reforms(need help on what the refor does as well)

your govt are "pastoralism" - some little economy support, produce crappy infantry, but still acess to elite noble cavalry, can be built everywhere, need migration first, majority of your regions should be this
second, more useful, but more limited govt are "nomadism", pathetic economy, but lets you spam cheap HA, and all types of cavalry, need migration, and only available on steppe regions, this is your primary troop producing regions, I suggest you put this on the former land of Pahlava.
and the third is client kingdom, need local occupation, and basically type IV allied govt, big economic boost, and acess to local non nomadic troops... but your FM can't enter there.

With the Indo-Saka reform you gain access to indo-hellenic hoplites and heavier bodyguards...

The bodyguard reform is tied to the March of Time, which (alas) is triggered by the Romans.
With the Indo-Saka reform you also get heavy hoplites that are recruitable in almost any Greek province on the map. They're excellent line holders and cavalry killers. Also good at assault unless you face AP specialists.
