Is there a way to completely disable retraining of units trough any of the moddable files?

Not that I'm aware of, but I may be wrong.

You could make recruitment only occur through the mercenary recruitment panel and have no recruitment at all through EDB, this would eliminate retraining.

or you could add scripted appearance for factional units that wasn't mercs... of course, you should always be wary of loyalist revolt CTD, reserving 1 levy unit for each faction to train in heir core buildings is advisable
