I'm having some problems...

1. In my Julii campaign, I have reached to 27 regions and the Senates don't say anything but giveing me new misson to Blokade port, and take another regions. Are there any bugs in my game, and can I fix it?
2. When I play battle recently, The red border suddenly disappeared! I don't know why.

If you are referring to the point at which the Senate orders your faction leader to commit suicide, and you get popular support to seize power, I don't believe there is any set time for this to happen. When I played Roman factions, the earliest I got this was after gaining 15 or so provinces, but I recall having to wait until I had almost 30. So I wouldn't call it a bug unless you go beyond 30 and still don't receive a popular mandate.

As to the red border issue, it could be a corrupt save-game, or possibly a video issue. Try loading an earlier save (hopefully you made multiple saves:sweatdrop:) and see what happens.

Oh yeah, Yesterday, I received a note call "A chance for power" or something. Now I can attack the others Romans. Seems like I will have to attack Rome before they get me outlaw :D

Yes...that would be it. You don't have to immediately start the civil war, but sometime soon, unless you lose a bunch of provinces, the Senate will outlaw you. So start preparations, if you haven't already.

Yeah, of course I have prepare a large army for a long time (since i only had 16 regions), now I have full of urban Corhort in Arretium, and full of praetorian carvalry in Ariminum,... If they want the war, i shall give them the war :skull: :skull:
