Hi guys,

recently I've continued my ole pahlava campaign,...

NO THIS IS NOT ABOUT THE REFORMED GOV!!!

... and just conquered and estabished military occupation but guess what ... no level 4 gov/vassal kingdom availible. Script was every session, reformed govs work more than fine, all previous govs were destroyed ...

what went wrong here?

Which city was it? Did you perhaps loaded a save from a previous version of EB? I can't thinking of anything alse really...

it's not that old, still 1.2 .

Mazaka is the settlement in question maybe I'll gift it to someone else and get it back later, right now the garrison is quite puny(a relief force from edessa got intercepted by some Hellcats and middle class infantry , no problem for a real army but they can cause some causualties amung parthian spearmen and persian archers ;( ) and I fear the fullstack that marches down from ani-Karmah could pose a serious threat to this little excursion of mine.

I've same problem playing as Pahlava. No Goverment type 4 in Marakanda and Antiocheia-Margiane. And the other thing is that I can't build there Reformend Goverment, only Pastoralism or Nomadism :/

IIRC for all Nomads there are 3 different province types. Nomadic (only nomadism), Mixed (nomadism or pastoralism) or it's a province without that resources where you can build pastoralism or make it an allied province. Marakanda and Antiocheia-Margaine belong to the mixed type regarding the 1.1 ressource maps (https://forums.totalwar.org/vb/showthread.php?102719-EB-1.1-Maps).

the reformed government is an "upgrade"of pastoralism as seen here (https://forums.totalwar.org/vb/showthread.php?109002-Pahlava-reform-guide.&highlight=Parthian+Reform). afaik neither An-Margaine nor Marakanda are Parthian reform land. come to think of it, I just noticed that Mazada aka Kappadokia is a mixed province just like margiane and Sogdiane. does the "mixed" resource "block" the level 4government for nomads. never noticed it for I only use the leel 4 in the "west" and India where it gives me more troops than my traditional camps&courts kappadokia.
