Is there a step by Step guide to

i have searched the Faq and did a post search, but i saw nothing explicitly describing how to add completely new factions to MTW, I know its possible from the various mods, but havent seen a good thorough description.

Also, is there a collection of "faction banners" that is available for d/l and if not can we put something like that together.

Reason I ask is i would like to replace the Russian faction for an early era mod im working on, leaving just novgorod. Id like to make Flanders a new faction in the early start.

Is there aleardy a flanders banner available?

Look for Faq and read me on the org download section a few good how to's are there, Giskards campaign how to and Fenirs guide to editing medieval..there are also unit icons and unit add-ons by the Lords good stuff check it out...

Go to totalwar.com then to the forums then to the MTW board and click the thread "Modding MTW" and sift through there. there's a guide posted there on how to add the Scots. use it as a format to add flanders or any other new faction. no, idont think theres a flag for it. either make it yourself or download it somewhere.
