Libyan Heavy Spearman unavailable as Carthies..

Is it normal that I am unable to recruit libyan heavy spearman, ive built the better barracks in Kart-hadast and atiqa, that say they should be recruitable but they dont show up anywhere....?

The EB team used a programming trick to give Carthage its own reforms, which has the side-effect of showing the reform units in the MIC description even when the reform hasn't occurred yet. I assume that is what happened here.
