I had already given up on modding religion system for alex. On the other hand, I am planning to use religion system as governments of states for EB with BI.
Although we have been discussing for a long time, I have not decided which ones should be best to add.
There are 3 options that are for the top 3 types because of unrest issue but I will add 9 different types of government.
My top 3 choice are : Nomadic Confederacy for Saka, Saro, Pahlav, Tribal Chiefdom for Celts, Germans and maybe Saba? and Oligarchy for Hellenes and Roma.
Let's see what happens...
P.S. Please do not vote more than 3.
I wish you the best of luck: depicting the tribal chiefdom will be hard i think...
.
I'd rather recommend Confederacy (Koinon) and Republic (Re Publica) for those two, since you already have Conf. You only add republic, Oligarchy was not much of a big thing with politics, besides, they were elected, and became powerful because of their great exploits in war

It is not hard but to change from Tribalism to Celtic monarchies is.....
I am weak on scripting but scripting certain buildings and reforms is easy for me....
I suggest Federation for Koinon, Feudalism for Sweboz and Republic for Carthage.

Sweboz is a confederation of tribes. Carthage is an oligarchy .

Would we define Rome and Carthage as republics or oligarchies though? I am unaware of how Carthage's Senate operated but a body of Roman citizens did not vote Senators into power the way a republic would traditionally work.
Why isn't there an option that takes up the size of a paragraph explaining how the question is inevitably more subjective than objective insofar as the inability to satisfactorily be answered?

-I will add religion system to EB by using BI.
-I will use goverments instead of religions.
-System is hardcoded maximum 9.
-Only 3 of them causes unrest.
-After poll I will choose the top 3 as main ones that will cause unrest, and 6 more that needs heavy scripting to take an effect on game.

Atra
P.S. I have no business on faction will have which government. I will follow the majority's decision on it....

Cool story bro. It's good to know. But why the quote? haha. I usually only quote if I'm answering someone's question or stating something vis-a-vis the quote.

In fact, I am planning to mod extensively, both will include religion system and reforms.
At the moment I have two favorites Roman conversion from republic to monarchy and Parthian Conversion from Nomadic Confederacy into Aristocratic Monarchy.
First part is quite easy to add religions/governments.
but scripting it is nightmare for me esp. for AI.

By the late EB era, Celts were more proto-feudal than tribal.
Saying the Saba are a tribal chiefdom is an insult.
The Sabaean commonwealth is not really a chiefdom in the sense that the scope we se here is larger and encompasses rather a lot of tribes/clans and other similar like small entities. A confederation would be a better choice. Though one must not under estimate the influence and importance of the tribes/clans at this stage in their history. And it's importance was still growing. Saba in this period was at a historical lowpoint when it comes to power and unity. Possibly not even independant. It's the time between the dominance of Saba (and the brief dominance of Qatabân) and the rise of the Himyar. A period in which the Ethiopians had a lot influence. While South Arabia was only growing weaker and more divided.
However when talking about Saba or the Sabaeans, a tribal chiefdom is not too far from the truth. But this would only encompass the people of this period living in and very close to Maryab. Nothing more.
Perhaps Saba might not be such a good choice for a faction for this sub mod. But if you are to include a South Arabian kingdom, a confederation would be the best representation, whichever you want to portray.

Confederation would be fine.
I shall give all gov4 gov3 autonomy as vassal state. but for other govs namely gov 1 and and gov 2 I shall not add conversion bonuses but shall make them (gov1 gov2 ) necessity for dominant type of gov.
What about rebels?
I am planning to reflect them according to their culture namely celtic rebels will have tribal chiefdom nomads will have nomadic confederacy.
I shall not mess with EBBS so just leave republic for romans?
