Now technicaly there is no company policy about this but I feel that my work and my peice of mind is suffering.
How can I tactfuly tell him his radio is to loud?

Get the rest of the office to sing together with you. Especially with the following songs:
I will always love you by Whitney Houson
My heart will go on by Celine Dion
Bed of roses by John Bon Jovi
...
Singing these songs with more than 2 people practically ensures that at least one sings (slightly) off tone. Besides those are horrible songs.
