In a development that sounds a bit like the start of a government conspiracy thriller, a former advisor to the Reagan administration and both Bush presidencies has been found dead in a Delaware landfill.
66-year-old John P. Wheeler’s corpse was uncovered on December 31st, a Friday, and the decorated former Army officer- who neighbors and associates described as “humble” and “not the sort of person who would wind up in a landfill”- was last seen alive on an Amtrak train from Washington to Wilmington on December 28th.

When quoting old conspiracy theories, it would be polite to spell the man's name right: Foster.

Newark police say images of a visibly disoriented Wheeler, a 66-year-old Beltway insider who had worked in four presidential administrations, were captured on surveillance videotape in downtown Wilmington as late as 8:30 p.m. on December 30, the night before his body was spotted at a local landfill.

The night before that, Wheeler, a West Point, Yale, and Harvard grad who helped create the Vietnam Veterans Memorial, wandered into a New Castle pharmacy at 6 p.m. and asked the startled pharmacist for a ride to the Wilmington train station, the Wilmington News Journal reported. Wheeler, who often commuted between Washington, New York, and Wilmington, owned a waterfront duplex that he inherited from his brother in the historic area known as Old New Castle, located about half a mile away.

Forty minutes later, several employees of the New Castle County Courthouse parking garage noticed a disheveled Wheeler, without a coat and holding one shoe in his hand, searching for his car and a place to stay warm. After the former special assistant to the secretary of the Air Force’s body was discovered, his car was located in another Wilmington parking lot.

Friends of Wheeler’s told The Daily Beast that they were unaware of any health problems that might be related to such uncharacteristic and bizarre behavior. Paul Linde, an emergency psychiatrist at the University of California San Francisco, said that disorientation that lasts for days can be caused by any number of medical or mental issues, including heart problems, stroke, stress, past mental illness, or a problem with medication.

But Linde said he didn’t think that someone Wheeler’s age was a likely candidate for a first-time psychotic episode. “It sounds like he had a break from reality, but it is hard to speculate on what could have caused it,” he said.

To answer your question, I have seen this story covered in several places.

This gentleman was a behind the scenes player in the administrations. As much as Chandra Levy looked like a political killing, it turns out a career thug killed her during a rape attempt. Political killings -- one would think -- would be a little less conspicuous. A man his age can die of various natural causes that can be on the surface mimicked. Beating him to death and sticking him in the trash is a bit obvious.

Based on the timeline and witnesses last accounts, he was robbed and assaulted at least once. It's possible they came back and hit him again, or it is possible someone else robbed him a second time. If he thought he was being chased, he may have hid in a dumpster and died from his injuries. He was also involved in a property dispute in his neighborhood that includes a conspicuously timed arson. People have been killed for less.

The only reason to kill someone publicly would be if one felt the need to very publicly remind others that the world can be a very unsafe place for those off-message.

But with enough paranoid, no person of note would ever die as anything could be foul play; living for ever would of course be a different conspiracy.

I find it odd he didn’t contact police when he was robed and a prominent individual wandering around acting dazed and confused stating he was robbed didn’t seem to stir up security personnel enough to call the police either.

There are a lot of logical things that didn’t happen that should have.

We may have to wait a long time to hear any toxicological evaluations, to see if he were drugged or if it was a head injury that killed him.

But why would he hide in a dumpster after seeking assistance in the other locations?

He said he had money, meaning likely his wallet was not taken, so who wanted the briefcase?

Friends said he was working mainly on cyber security issues.

And yes he had the legal issue with the property across the street.

It is just a case that begs more questions.

Funny you should say that, I've had several people tell me they thought I might wind up in a landfill. Not everyone says that, though. I'm with the folks who say I'm destined to die in a mass suicide in the jungle long after I found my own cult.

As it came from an article and not my words, I guess you can take it any way you would like.

I don’t know who is likely to end up in a landfill, but one would not expect former government officials to be dumped there, would one?

I read somewhere that he was involved in bioweapons research. Can anyone confirm that? If so, it would be a funny coincidence that he is missing his briefcase and does not get the police in on it...at the same time there are a bunch of bird kill-offs. Maybe it is completely unrelated, but who knows.
