Changing capital

Hi there,
I'm making a new faction in RTW, i am replacing Macedon for Athens. As you guys are al experienced modders i'm sure you can anwser my question:
How can you change a factions capital? I know how to do it ingame, but when im playing for example Britons and the AI is controlling Athens (macedon), the capital is still the old one. (thesalonica)
I hope you understand what i'm traying to say

The capital is the first settlement/region listed in descr_strat for the faction.
