Since our beloved TosaInu, is no longer with us, may he Rest In Peace, I was wondering who will be picking up the Administrator's mantle at Total War Org?

Will it be Ser Clegane or will we have another administrator elected? (by vote, by the moderators, by the members...?)

Ser Clegane has the "spare keys" for the database, so he's taking Tosa's job for the present. How we are going to do without him in the future, we don't yet know.

A Tosa is a Japanese dog, so perhaps a retinue for the general offering +1 something? Nevertheless, it's a farfetched idea but I think it could work.

I have seen TinCow and Sigurd being with a different name color. And I think TinCow had Technical Administrator text uder his name. So, could the moderators please show some light on what is going on?

We're still working out the official details (which is why an announcement has not been made yet), but essentially Ser Clegane is the new man in charge and TinCow and Sigurd are going to be responsible for the technical aspects of the forum and keeping the .Org running. I can't tell you anything beyond that at this moment.

GH is entirely correct. In addition to the above, you may see me randomly flickering between Forum Administrator and Technical Administrator (and maybe even Junior Member, who knows). That's nothing official, just me testing various access and permission settings, nothing to be alarmed about.
