Pre game phase: 31st March 2012

The seven officers looked at each other, nobody was sure what they should be doing. The command structure of GCPD had been torn apart, it seemed every other officer left was investigating the Panucci affair and they had been forgotten about. Quite a few of them seemed content with this state of affairs, leaning back in their chairs reading the Gotham Times, two others were intently reading letters they had received that morning. Adelia Reyes got out of her chair a few times, walked about the room looking for something to do, then sat back down. Jamie Meisel had been down to the detention block, making sure the suspects locked down there hadn't been forgotten.

Just as Reyes stood up yet again, intending to go to the Panucci estate to see if she could assist, Commander Decker walked into the room. He stopped and looked around him, surprised to find anybody here.

"You lot nothing to do today?"

They looked at each other, one or two shrugged their shoulders. "No Sir!" exclaimed Reyes.

Decker narrowed his eyes. "This ain't the marine core, officer." He looked around at the motley bunch of officers. "Okay, you lot could save me some work. Just about every man we have is tied up with the Panucci case, unfortunately the head scum dying didn't kill crime in Gotham. I need people to investigate the everyday crimes that are still going on. This is rather unorthodox, but we've got bigger fish to fry right now, you lot are now Shift C. You will be investigating crimes not related to Panucci, if you turn up anything related to Panucci I expect you to pass it along to me immediately. I will need one lieutenant and two detectives, decide amongst yourselves who they will be. Leave your decision on my desk and I'll authorise the three promotions. There have been a number of job offers sent out recently, if any of you have been approached by the tech lab you will not be eligible for promotion if you accept the offer. As the Panucci investigation continues I may be able to send more officers your way. This is a big opportunity I'm giving you, don't disappoint me."

Thread open for posting, you have until 4pm BST Friday to select your lieutenant and detectives. It is up to you how you decide.

OOC: The team is too small for a captain at the minute, extra players could lead to one being elected, or excellent performance could see Decker promoting whoever gets the lieutenants position. Though there is will need to be a second lieutenant before a captain is elected/promoted. I will be updating the op in this thread with the rejigged police mechanics after you have selected you promotions. I will also add in a list of what each number on the Gotham City map equates to. I wanted to use a better map, but I couldn't find one and my attempts at making one were... not good.

But I beg you with all my heart to not kill any criminals out there.

It is our duty as police officers to catch them all.
But it is also our duty to support them afterwords so they can get back to the road of justice.
All men are born with good will in their heart.
But due to unfortunate events and cruel society, their heart was twisted.
If we can just show them how warm this world can be. Yes it may be just a very vague light in a pitch black world.
But that light may make a worlds difference to these people.

"Right, here are the letters of promotion for our successful candidates. Lieutenant Hamaguchi and Detectives Fiorentini and Reyes, congratulations. Okay, enough patting yourselves on the backs, the Panucci investigation shows no sign of slowing down and you are going to be on your own for a while. I may be able to give you one more officer in the next few days, awaiting the confirmation. Anyway, best of luck, don't let me down. Hamaguchi, Shift C is all yours."

(oog -- I don't have as much time today as I'd thought, so anything fancy is going to have to wait until tomorrow. But for all your information, I have $1000 per phase to spend towards our efforts. It's suggested it might be used for paying off informants, or to purchase anything a police squad might reasonably need (as long as the requested price is also reasonable). I'd suggest keeping the going rate for informants as low as possible: they are still criminals, and we do not need to be enriching them at our expense. Suggestions on using the money, as well as your other "powers", in my PM box, please.)

Keep in mind we're dealing with the dregs of the criminal industry here, ladies and gentleman. At this point they'll be lucky to knock over my uncle's convenience store. And all he has behind the counter is a sawed-off wooden cane. If we had a few more warm bodies we could knock this out in a week and retire young. Or old, in a few cases. But we don't, so we'll just have to play smarter than they do. Any questions? Then get to work.

You can do an undercover patrol, regular officers can't. You can look into the backgrounds of other police officers, too, right? And you could try to cultivate an informant, though I'd appreciate if you let me know just how that works. (oog-- in a game mechanics sense, that is; remember I have the purse strings. But I don't have your/Seon's PMs.) In any case, you're wasted walking the beat.

I drove a forklift for a Jo-Ann Fabrics distribution center at my last job, so I've got a pretty extensive set of organizational skills. And what's the policy on using the coffee maker? Is there someone who handles that full-time, or does whoever takes the last cup have to refill the pot? And do we have Splenda? What about cream? I prefer milk, but I can supply my own if the office doesn't keep it stocked. Where is the fridge, by the way?

There are a few variables to this, I guess you'll find out tonight.

Not sure if I made it clear, but managing informant doesn't have to be done every night. Recurring orders can be give, paying the informant every phase, and any info from the informant will automatically be part of the relevant detectives results.

Nobody has actually got any informants as yet, it takes one night action to actually gain them. From then on the budget can be adjusted between detectives, but it won't use up a players action.

I have a ridiculously busy 3 days coming up, so if I don't get all the robbers orders in in the next 8-10 hours I may have to extend this phase. I have your team orders, so if I'm missing any cops orders I can just apply yours, so it's only really the robbers I'm waiting on.

I have a crazy shift in work and won't be around tomorrow to end the phase. I will be doing the result pms and write up on Tuesday afternoon UK time and I'll take orders up to then, rather than set a time for the day phase to end. A 48 hour day and 24 hour night would be around that length anyway.

I think I'll question witnesses to last night's mugging. My questioning proved fruitful last night, so I feel confident that this is a good practice to continue. The mugging was in a zoo, presumably in broad daylight (zoos aren't open at night, right?), so I think it's likely that there would have been plenty of witnesses.

To everyone -- I can't do this game the way things are going. Nobody is sending me any information on their previous activities. Nobody is telling me what they wish to do next or what orders they have sent, if any. As much of a control freak as I am, I am not and can't be responsible for everything. Nor can I take responsibility for what I should be doing as my own role when I have no information that is not public. Two phases ago John mentioned someone with more information in their PM, I still don't know who or what that was about. I didn't learn what one of my detectives did with the money I gave him yesterday until just this morning. And so on, and so on.

Between the unfamiliarity of this game to begin with and my time issues after it began I'm feeling far more disconnected than I usually do and don't think I can manage to continue to play in my current role as things stand. So either things need to change, or I need to leave the game/be demoted/whatever.)
