Every time I click on it, it says I'm restricted. Is this a feature that is slowly being implemented? Or a separate part of the forum that you have to enable under account settings like the backroom?

That's a bug, it shouldn't be restricted to you. One moment and I will look into it.

Can you describe exactly what the problem is? There are no restrictions on your account that would prevent you from viewing the media library.
