I think that EB is a splendid achievement, but I am having problems with it.

1: I cannot find a manual, either in the documents folder or on Google.

Specific Qs: what are all these types of homelands and governments?

I am told that homeland allows recruitment of freed slaves (rebellion
only 1) What does this mean? I dont see anything relevant in the
recruitment panel.

but my real Q is: where is the manual?

Besides that, there is no manual from the EB team, read the descriptions in the game, search this huge forum for informations.

Apeleutheroi/Freed Slaves:
They were integrated to encourage the AI to build MICs even if the next level brings no advantage for recruitment.

I admit that I did not read the FAQ, but it is wrong anyway. It says that a manual is in preparation, but it said that 4 years ago.
Somewhat to my surprise I did find a partial manual, see

I think it is clear that the manual writing project has stalled.
