Saka rauka architecture

I'm finding it rather jarring to play as the saka, capture taksashila, upgrade it and have it turn into a barbarian settlement.

How do I fix this?

I am afraid there's no way to fix this. There's only one city-graphic per culture; and a cities "culture" is determined by the governor's residence.
