It isn't happening, and I want my hetairoi kataphractoi for bactria. How can I use the console to trigger it? :/

well... try toggle the fow and look at Capua... how large is it?
secondly, if you want the reforms right away start adding population to the town via the add_population "Capua" 4000 cheat and it should not be too long before you get your march of time... allthough if you add too much Capua will rebel...
process_cq "Capua" helps aswell(but first do what the blacksmith said)
But remember, that it has to be in Roman hands, otherwise MOT won't happen. I think, though, that any Roman huge city in Italy causes it.

Is it cheating if your progressing another faction just as much as yourself? I would imagine your considerably helping out the Romani by 'beefing' up Capua.
aaarrrgggghhhhghghg...I need some guidance.
I am using City Mod and have modified the descr_regions file to add the "huge" resource to Capua, hoping that this will allow Capua to become a Huge City and trigger the March of Time for my Baktria campaign. I deleted all instances of the map.rwm file and let the game create a new file. The population of Capua is now more than 25,000 people, suggesting to me that it should now be labeled as a Huge City -- but alas, it remains a Large City. And no reformed Baktrian bodyguard cav. It has remained this way for about 10-12 turns now. Am I just being impatient, or is there something else I need to do to trigger the event? Any help would be greatly appreciated!

They need to build the largest palace in order that the city is labelled "huge" and MoT happens.

One more thing, you might want to activate the generic script by pressing F1 and then clicking the ? button. That way you will get the ''perfect spy'' and will be able to see every cities' population, public order and buildings. It helps when you try to trigger MoT. One more thing, I prefer to add ''italy'' hidden resource to Roma instead of making Capua a Huge City. Good luck!

I can't see any way of determining what kind of building is being built by an AI faction...is there such a way to see this?

The only thing that might help out that I can think of is saving your game, and run a few process_cq cheats. If one of the cities turns into a huge city, you know they are building the relevant palace.
