hi everyone,

OK ive just started a new game as the Britons, on the second turn i send a spy over to the Gaulish town of "condate redonum" they have very few units their, to be precise- to full house warband and a commander, and yet public order here is 205 % !


is this normal among tribal people?:help:

No glitch. Public loyalty is dependent on several things: tax level, effect of governor, size of garrison, distance to capital, and a few others. Spies lower public loyalty dependent on their skill level, so a 'just out of training school' spy will only lower loyalty by about 10%. In my experience, it takes two, sometimes three or more spies at a high skill level to incite riots. And Roman cities that have been occupied for some time are nearly immune to rebellion after Uncle Marius shows up. I once piled four spies into Syracuse...enough to lower loyalty to 0. The city had ONE SINGLE Urban Cohort as garrison and the population level was over 30K!! No rebellion.............for nearly 20 years it stayed just that way until my spies began to die of old age. That's when I gave up clandestine warfare, for the most part.

The AI gets bonuses to Public Order on Hard and Very Hard, doesn't it?
