Icons on Settlement Details Scroll

I'm revisiting M2TW after somewhat of a long absence.

What is the significance of the number of repeating icons and whether they are blinking or not on the rows (Population Growth, Public Order, Income, Religion) in the Settlement Details scroll? I can hover over them to see what they are, but why repeat the icon or make it blink?

I could be wrong about this, but I always assumed that the blinking icon was a change to the detail depending on buildings under construction or such. Perhaps I was wrong all this time.

That couldn't be it because I noticed it after starting up a game before doing any construction. I've been searching documentation, strat guides, etc. for an explanation of that screen to no avail. Thanks for taking a stab at it though.
