I've just gotten the final reforms for Rome but now these buildings show up adadamaged and cannot be repaired? Now I can no longer build cavalry or skirmishers.

Please help

A: You have to upgrade your MIC in order to get new units.

Which means for the Marian reform to build new ones. The game can't destroy buildings, so the 100% damage is a hint to the players.

so I've destroyed my MIC's so I could build the new ones... and now there is no option to build any new MIC's.

Hard to say from here. My guess would be a simple misunderstanding of the mechanics.
Would you be so kind to post a save from this campaign (with version number, used mini-mods) (https://forums.totalwar.org/vb/showthread.php?80870-How-%28and-why%29-to-post-a-SaveGame), I'll check the situation at my build.
