Sorry if this has been discussed before, but I don't seem to be able to search the forums successfully. Anyway, the question: - what are the Hayasdan reforms, and how do they come about?

I've restarted a Hayasdan campaign, doing ok against the silver giant, but would quite like to start moving out of Satraps and into some level 1 and 2 governments....

Build Sanitation lvl1, Roads and Guards

Second, a bit more complex.... but just build royal administration in every city in non-caucasian cities and build the Cylender of Cyrus... then Susa and Persepolis should be expansion regions, then upgrade barracks to lvl 3 and then the second Cylender of Cyrus in susa and Persepolis and BAM expansion other places... repeat and succed

See the Hayasdan reforms guide at https://www.europabarbarorum.com/downloads_guides.html. Note that for the first stage of reforms the city population should be 6000+ (and you should build the corresponding governor's palace) and the market should be one level higher that pictured. Of course the script should be activated!

Do you get some new units when you reform Hayasdan into an Orontid Persia?

In practice yes, namely those that require a higher form of government than unreformed Hayasdan allows for. There are some excellent units that require reforms.

Basically all listed high end units.

Going by the EB Recruitment viewer, since I don't have a Hai savegame available to check:

Zrahakir Netadzik (Armenian Armoured Horse-Archers)
Kardakâ Arteshtâr (Persian Hoplites)
Toxotai Syriakoi (Syrian Archers)
Khuveshavagan (which can be found on the Seleukid info page)
Shipri Tukul ( Babylonian Heavy Spearmen)
Mardig Sooseramartik (Armenian Medium Infantry)

And then there is of course the Armenian Elites:
Nakhararakan Aspet (Armenian Noble Cataphracts) (Homeland only)
Nakhararakan Tiknapah (Armenian Noble Infantry) (Homeland Only)
which technically do not require the Persian reforms, just the basic first reforms.
