I am playing with the Romani and triggered the Polybian Reforms in year 242 BCE. After a few turns the appropriate "resource" appeared in all homeland cities.
Problem is, I can build Polybian units only in those MICs I built (or upgraded) after the reform was triggered. Is this normal?

I currently have a 4th level factional MIC (built before the reform) in Roma producing Camillan untis; I assume it would convert to Polybian if I upgraded it to 5th level. But then what would it happen when I eventually triggered the Marian reforms?

Did I miss something?

That is normal. You need to upgrade your Camillian MICs to Polybian ones.

When Marian reforms trigger, you need to build a new MIC. I think, but I could be wrong, that the script will check for the level of MIC you have in each province and grant you an equivalent Marian MIC.

Upgrading from Marian to Imperial is similar to the upgrade to Polybian units.

When upgrading from Camilian to Polybian or Marian to Imperial, you can upgrade a lvl5 of the Camilian / Marian to a lvl5 Polybian / Imperial MIC.

So I upgrade to level 5 and get to Polybian in all cities, then when it come the Marian Reform there will be some new building to build.

Yes and be careful with this. If you had a barracks building in your queue that is "outdated" it will just halt building and if you don't notice, will be frozen in its completion. I had this problem a couple times playing as the Aedui and completing my reforms and lost a few turns of building.

When the Marian reform hits, your existing MIC's in Italia will be replaced. The old ones will be damaged, you can tear them down. A level 1 MIC is placed in all your cities, which can be upgraded according to the government level.
