Not really sure what is wrong there. Exotic keyboard layout / set for Chinese / Japanese languages?

Either way it is a historical battle, so it is an issue you can safely ignore it as long as you don't want to fight the battle of Zela. I doubt doubt it will be the only error you will run into then.

Sorry I can't be of more help.

From which source did you download the installer? What browser are you using?
Please verify that the 1.1 installer has a size of 786MB, 1.2 has 108MB.
If you have Vista/Win7, run the installer with admin-rights and install RTW+EB outside Program Files.
Disable any protection software during the installation.

If none of the above could help you post back here!

I downloaded it from the atomic gamer link
Using Chrome
Yes the sizes are right
The installer auto runs with admin rights, RTW is installed on external hard drive
Disabling avast makes no difference

RTW is installed on external hard drive

Thanks for answering my questions, I think the location is the problem.
Try copying the RTW folder to a natural HD and install EB on top of that copied build.

I still get the same issue when i moved all the files from the hard drive to the desktop and reinstalling EB1.1 again.
Perhaps i'll try a completely clean install of RTW, and redownload the files from another source, unless you have any other ideas?

A clean installation is a good thought, from which source did you download the installer? If possible, try torrent, this will give you a 100% clean file. Here is another source (http://www.moddb.com/mods/europa-barbarorum/downloads).

This is so strange, fresh install, redownloaded patches, and EB1.1, still the same error at the same place. I'm considering trying it on the university computers, or through virtual box

This is indeed strange, in other, similar cases, the location was the problem.
There are still some other things to try:
- disable UAC and any protection software during the installation
- install RTW to a safe place (e.g. c:\RTW)
- move the installer to an 'unprotected' directory (e.g. C:\..)
- download the installer with another browser
- use an extraction software (http://www.portablefreeware.com/?id=641) to get the files manually (if you do, post here again for further guide on how to if you didn't use that kind oft software before)

Hope this helps you,
