Hello everyone

I recently began my Saka campaign (VH/M) and read about the reforms in the FAQ. However, as soon as I took Baktra and established client government, I queued tier 1 local barracks. That seems to have triggered the Saka reforms. Any ideas?

The reforms, from what i recall, only require you to hold one or more of a few settled cities for a number of turns. It is entirely possible that in the time it took you to take Baktra and build the buildings that you may have fulfilled the time requirement. So unless they triggered very quickly or for some other unexpected reason then I doubt there is anything buggy.

is it like the parthian ones? which is just based on the cities you conquer? and theres no actual reform date just a requirement of certain provinces?

Like Ca Putt said, there is a trigger when you hold one of the northern cities for a number of turns. I think it is 4 years (16 turns). They are some of the easiest reforms in the game, only requiring you to take at least a single city that is very close to your starting location. The saka are a very fun campaign, I don't think they deserve their 'impossible' difficulty rating.
