Ptolemy sewers in Hibis

I am not sure if this is the right place to post this.

I am unable to build sewers in Hibis with Ptolemy. I have never seen this with any other faction capable of building sewers. Even level 4 gov should get it. To my knowledge there is no prerequisite. I found nothing on this in this forum. The city seems perpetually tainted if it cannot build public baths eventually. Any info on this?

As seen in \EB\documentation\JMRC Building Trees Hibis is in the desert and therefore can't build this type of building.

You can purchase a very fancy upgrade to your granaries in desert provinces, though. That should make up for the missing sewers.
