Which is better to mod with?

I'm not a modder myself, but most modders agree that RTW is much easier to mod than M2:TW.

RTW is perhaps indeed easier to mod, but MTW2 has more possibilities scripting wise for one. MTW2 also is a better choice if one would want to make a mod with gunpowder units obviously.
