Hi , i have EU 3 Divine wind patched v5.1. My question is - How can some country declare war on me? Its sound strange but i know if you have much Infamy countries will start declare war on me. But what if you have low infamy,not more 10. I've tried played with with many countries just to see if some will declare war on me.
I tried start playing with small country(every time i play with very hard difficulty and aggresive opponent), just 1 province,assuring that i broke royal marriages with everyone i had,broke alliances,i disband my whole army and other thing if i have.So i left all by myself,then i started to send insults,warnings,embargoes to Castille,England,France and couple of others.Not much time after relationship with that countries was -200. I waited for a some time but nothing happened. I had bad -200 relationship with 6,7 major countries. So dont understand whats up with that,or maybe i have to wait more?Then there is no point to have and send insults and others things if that cant change nothing and its same same if a relationship is -200 or positive.Before i though maybe i have big army so everybody frighten of me or i have strong alliances nobody want to mess,but like i sad i broke everything and left alone and had only one army so this mean only if i declare war first i can be in war with somebody?

The biggest mechanic of EU (and other Paradox games such as Crusader Kings 2) is the concept of Casus Belli. Casus Belli roughly means "right to war." You just cant go to war willy-nilly like in the Total War series, or pretty much any other game. You need a justifiable reason to declare war. Granted, YOU can go to war at any time without a Casus Belli, but you'll take a MAJOR hit to your Stability. The AI is not that stupid, which is why they will only go to war with you if they have a Casus Belli against you.
You can get a Casus Belli by joining an alliance and that alliance goes to war, having a nation with a Centre of Trade refuse your merchants, having your enemies be a different religion than you, or many, many other different ways.

Bottom line is:
AI has Casus Belli against you? They will declare war.
AI doesn't have Casus Belli against you? They wont declare war.

In the diplomacy menu, scroll down the left text box to see what kinds of Casus Belli the AI has.

I played a couple ages ago. It was very annoying when it came to sync issues, and then there were problems with people unable to be online at the same time and such a thing.

Yes i know about Casus Belli,but every country had a trade dispute,diplomatic insult and some other Casus Belli against me..but nothing happend.So i not understand. I dont know if somebody tried to do same me like this,i just dont know why nobody want to declare war on me of course with casus belli.
Besides that,its a really great game.Played Civ 2 to Civ 4 from 14years to now(26). Just started to play EU3 before 1 week and already EU feel so deeper and realistic than Civ series,and of course AI is much better.In Civ its feel like you can create huge army and just go to war with almost no consequences.AI(especially in civ 5) its not on proper level,diplomacy is based on selling horses,its really annoying be friend with some country and on other move they declare war becouse they discover your spy while you already discover their spy for 5 times.Its a great game too but its like every civ is more easier,like its no progress (except graphic) from civ 2 to civ 5

Ah, seems like you're asking why they won't declare war. There can be many reasons for that, but it all boils down to the AI not thinking war against you is a good idea. You could have powerful allies or people could have protected you (also, sphere of influence), the nations with casus belli could have warnings against them, they could have high war weariness from previous conflicts, you could be too far away, they could have higher priorities for war, etc.
