I'm wondering which factions have the best infrastructure. It seems romans have the best, followed by carthage and then greeks, but I'd like to know what you'd think, maybe there's something I'm missing (I'm not an expert on the factions).

Hmm I noticed that Seleucids have the worst building tree out of all the Greek factions (that's just my opinion). The other Greek factions like Macedonia seem to have one or two special buildings that Seleucids do not. E.g. Macedonia has those fortress buildings that add a whooping 20 law. Bactria has a side temple that adds 15 to happiness etc...

Yeah but Makedon's Type III government is brutal. You really need that 20% in Type III settlements.

Parthia has a nice building tree in the regions where they get the reformed government, and they have a very good set of temples available. Outside of their reform area, they are weak however.

Yup, that seems about right. Among Greeks, the Successor factions are better equipped than the KH, though. KH can have a huge economy in a small area, but they have issues with law bonuses. Namely, they only get a few, about as much as Swêboz. Pahlava, as mentioned, is as strong as Carthage inside the reform area. Outside, they're unimpressive - can't even build harbours.
Rome has the unique advantage that they have one more tier of paved roads and aqaueducts than everyone else, which also helps with culture penalty (thus, along with their government system, unsurprisingly making them the best faction to build large empires with). Rome, Carthage, reformed Pahlava, and Saba also have tier 3 farming upgrads (Saba is rather mediocre otherwise, though, lacking in law bonuses and having no paved roads or sewers). The Diadochoi factions and KH have those pan-Hellenic festivals/games, which are pretty awesome but not as useful as law buildings.

The festivals are pretty good, they can potentially add up to 40 or 50 points to the order of the town
I think the roman coliseum is even better but im not sure
