Military reforms won't happen

AS the title says, the reforms in my EB campaign will not happen. I have looked threw other threads and I meet all the requirements for a reform to happen. It just doesn't, currently I am Rome year 171BC and own the required land and I'm still in the camillian reforms. Anyone know how I can get out of it?

You probably thought of this, but since you didn't mention it explicitly I'm asking just to be sure: did you activate the script every time you loaded the campaign?
