Egypt starting provinces

When you start as Egypt in early period all of your province exept Egypt dont have any buildings. I found this kinda strange because didnt the romans build much in the province Antioch,Triopoli and Palestina?

If we argued like this most of the map would be quite built up, spoiling the game a bit. It is not fun if we have so much tech at once.

Egypt is pretty easy to play in the early period, so this adds just a little more difficulty.
