When you conquer a new city and you tear down the local building of worship, you get a choice between about six different gods for whom to build the level 1 shrines/enclosures.

As Greek factions, all but one option will give you +5% public order due to "happiness", and the last option gives you +5% public order due to "law".

Is there any difference between all of the "happiness" shrines down the line?

At about the third or fourth level, yes. You can view them in the building browser.

We'll spend more time adjusting benefits from temples eventually.

There is also a difference in what type of ancillary your governor might get when sitting in the city, depending on the temple.

With regards to cults and temples, what of a coalescence of various cultic shrines and images? Is it possible to build several? I am thinking in terms of for example Iranian cults in the Arche Seleukia, subtly blended with Greek and the same principle with Baktria and Gandhara, the blending of Greek mythology with Buddhism.
Prime example, below C2nd Gandhara, Herakles protects Buddha

No, one can only have only one tempe building at any given city. However many of these temples already represent various mixed cults - just read the descriptions.

Whenever the team gets around to modifying the benefits, I have some suggestions that I have been thinking about. I have felt for a while from my observations that there is not enough to distinguish the upper levels (eventually I will make a post explaining my views in full).
