Characters stuck in Sparte

Playing as Macedonia. As characters come of age I move them to Sparte to undergo the Agoge. Once there they seem to be stuck there for the rest of their natural puff. Is this a bug?

Yes it has been addressed in the hotfix you will find in the stickies
