The Admirality gives another Title, which you can give to a general; it basically helps raise loyalty.
The College of Surgeons helps raise overall health (especially in that province); if your King occupies the same province as the COS, his chances are reduced of dying young from illness.

College of Surgeons seems pretty useless to me, diseases are rare enough already. But as the Germans I rush to build all those royal buildings...some of those titles are really nice. No way will I turn up my nose at a title that gives +1 loyalty and +2 command.

Ok then what does a University do?, I think that some factions GA's may involve building Uni's, but do they affect province morale or something like that?

I believe the university gives heirs/generals increased acumen.

In my new 1.1 spanish hard campaign I haven't had an heir with less than 4 acumen, some with + V&V's and I still haven't built a uni or mil acadamy.

mind you - the bad V&V seem reduced, too. I've had one blackmailer and one chinless wonder as hiers, and that's about it for bad ones.

Must build some good stuff soon, though I'm too busy building up the Armor & Blacksmiths in spain now - all that steel for mememe

The College of Surgeons is pretty usefull if king is very old and yours heirs are under age. I made a test when my king died, I reloaded (shame on me) and moved him into my capitol with the College of Surgeons. And he lived happy another 10 years. I tried this several times and in the average he lived longer in the province with the College of Surgeons.

Ah, true, but I always play the HRE who elect their emperors anyway....so all this talk about empires collapsing when an heirless king dies is quite foreign to me :P

A military acadamy contains the following line

UPGRADE_DISCIPLINE(1)

Hence it gives each unit +1 discipline. I think it also produces some better generals throughout the empire of 1-3 stars.

University supposadly increases the accumen of heirs, i'm not sure if it gives a bonus to all units. Evidence would suggest not, but it may increase the nuber of units that ick up the 'educated' virtues.

College of surgeons reduces the chance and effects of plagues and disease.
