Hata, at first ***** did put smiley with all his responses. I think he was told not to do it in general forum but in the off topic one. As far as I know it, that's where all his smiley's have been posted lately.
So there is no reason to call for his baanning as you say.

There have been a total of 2 people banned from the org in the past 2 years so I don't think the chances of banning anyone here are particularly high.

If someone is acting up give the mods and admins time to deal with the situation (they always do) + moreover, it's usually done behind closed doors; so, even if it appears as though nothing is being done hang tough because the situation will likely improve.
