Do hindrances like Perversion slow down the rate of breeding? Is the same chance of breeding each year whether the King leads an army or hangs out in a rear province from the front lines?

Had a point similar to this where everyone disliked me. My king died and his heir took over. Already quite old himself, but couple years later it gives me a message that having and heir being so important, he marries an aritocrats daughter. Seems they will fill the gap if youve alienated yourself from the other factions. Now ive got 5 sons and 2 daughters.
