as my empire has expanded, it seems that the generals that are appearing farther away from my king and my capital very often have negavtive V&V relating to trade and agriculture - outlaw, poor steward, dominant trader, etc etc.
at the start of the game they were more often irritable or inbred, but now it seems the new governor-generals are all a bunch of crooks. anyone know if this is deliberate, and if so, how can I encourage my governors to keep their fingers out of the municipal purse? (my assasins are too busy to kill all of them)

Checked all the loyalty settings maybe a combination of piety and dread causes something?

nah - they are all very loyal, piety and dread varies, but there are a good 6 or so that are 'corrupt' in one way or other.

I find that in my campaign also, but many of my governors have conflicting v&v's that seem to cancel each other out.
Replacing them with new governors gives me mixed results, and sometimes I end up with a worse one than the one I replaced. I think it's just built into the game to be that way. If you have built up a big enough cash reserve, you should be able to manage anyway despite the corruption.

its very frustrating,i used to have good generals and kings but when i expand and my sultan/king dies some chinless wonder or bastard takes overand they are 0 star sultan/kings i hate it cuz their offspring also have some bad V&Vs and one last thing when this happens i never get good generals too http://www.totalwar.org/forum/non-cgi/emoticons/mad.gif

I replace my governors at regular intervals:
1. Dead by trial: drop a spy on him;
2. Dead in battle: send him to open the gate of Constantinople.
3. Dead by assassin: improve your James Bond's skills.
4. Dead by disband: simple expending the unit.
Unless the governor has 6 accumen or above, governors are expendable.

'dead by trial'? i know there is the hidden vice thing, but is this something different?
I've not really looked for hidden vices on my generals, and I'm too lazy to go check for myself....
Sandy... the Vice discovering ability only applies to enemy generals. You own are put on trial and you risk nothing (at least I have not experienced anything).

If the general is found innocent their loyalty will suffer greatly.
It says so, but I have not seen a decrese in loyalty.
And trust me I have put perhaps hundreds of generals on trial and about half have been released again. And nothing has happened to their Loyalty. Perhaps I was lucky, perhaps it is a bug, but I have not seen the Loyalty drop. I even had a general that simply was too good for my Spies, he survived no less than 12 attempts to frame him and he stayed at 6 Loyalty all the time, in the end I disbanded his army.
the trial thing can only work if your general loyalty is low, and he has not many stars (except if your spy is james bond)
if the trial is well executed, you kill him and boost the loyalty of others. It does not have any impact on their vices.
Gouvernors turning greedy is an accurate depiction of history. Few states were strong enough to be really centralised, and local governors had much leeway to enrich themselves. There is nothing to prevent that, it's human nature... if it gets really bad (more than -20 to agriculture or trade and malus in the loyalty of the population, remove their title by dropping an emissary on them. Or train your assasins...

The single best way to avoid corruption in my campaigns has been to build a whatever religious facilities are available in every province and keep the highest ranking religious officials available in every province as well.
Yea having this problem as well. Though i tend to judge whether or not its really hurting me. -50% trade or some such and that dude gets the axe, -5% trade but +20% happiness and hes gonna be pretty safe. Still check em all every couple rounds or so just to check v&v's and loyalty, also to see if they're easily bribed.

I'm w/ Naagi. If the -'s aren't too bad, especially if they're in a fairly non-income-essential province I leave them alone. If the -'s get up to about -15% or so, they're out, but I just drop an emissary on them rather than disband. I can always find more units to tinker with.
I've learned a few things over time.
1. Use emissaries to hunt down princesses. You NEED foreign princesses to provide wives for your princes-- it's a full time job for at least one emissary. If my king is not married BEFORE he ascends to the throne I screwed up somewhere.
2. Use your own princesses to maintain the loyalty of your generals-- marry them to your generals to provide a good loyalty boost. For competitive reasons, DO NOT marry your princesses to foreigners. Cut off the supply of princesses and they'll degenerate into a herd of chinless wonders. But if you foolishly give then princesses you are reinforcing an enemy. IMHO...
