If I'm playing as a rival faction(Pritanoi) should I destroy these buildings if I want to recruit German auxiliaries?

Doesn't make any difference to recruitment or anything else for you. Destroy them to get some easy money, but you can't use them and they don't affect your construction or recruitment choices.
