GA Is it working?

I have seen several posts saying the were unable to get some of the more complicated GA to works. A big one is the varios Trade GA. In my current game I missed Spains GA goal of Homeland Improvement of 30 buildings or upgrades. These were provinces that I had never stopped building in since I took them. I had way over 30.

GA seems to be broken.
