The link for the tyberius 2.3 are closed I own the 2.2 can someone re-upload the 2.3 patch? what that patch adds?

I believe 2.3 was removed by Tyberius, 2.2 is the last patch version of the mod available.

what 2.3 change in comparison to 2.2? some minor bug fixes? they aren't new units or graphics I hope?

Patch was removed because of some graphics "borrowed" from other mods. IIRC there was no important gameplay changes.
