This is the right forum, but our R:TW modding scene is dead quiet these days. Check out the Total War Center forums (https://www.twcenter.net/forums/forumdisplay.php?2242-Rome-Total-War) instead: they still have an active R:TW community.

Supporting what Ludens said - RTW is a very old game (16 years old), but you can try M2TW instead.
