Missing Year and Broken Installer Links from Microsoft

First question:
I followed the installation instructions carefully, but noticed the links below (on ModDb) are broken, and I am unable to find these files.
5a) For 64 bit Operating Systems:
Install Microsoft Visual C++ 2005 SP1 Redistributable Package (x64) first
Then install Microsoft Visual C++ 2008 SP1 Redistributable Package (x64) second

Second Question:
The current game year is not showing up in the UI on the campaign map. I assume this may be due to the missed files mentioned in the first question?

Edit: I fixed the problem with the year showing up by deleting the steam launcher and making a shortcut of launch.bat. Not sure why that makes a difference, but it does.
