so why does it keep comin back?
How can i prevent it?

You cant prevent the papacy from coming back. It is built into the game that the papacy always comes back every once in a while. Rome is a very rebellious province unless under the control of the papacy. All you can do is hold them to just rome or just keep a huge force there to take the papacy out every time it comes back.

you can also check out the Dungeon and see how easy it is to modify your game so the Papacy never come back, or if they do, with only a few peasants.
