Problem with Raining Sound

Can anyone tell me why I constantly get the "rain" sound on good weather days, and no rain sound on rainy days? It's really getting annoying, but I'm just wondering if it's a programming glitch or my computer. Is there a patch (other than 1.12) that will fix it?
