Military Academy, Univertity, College of Surgeons

Do these three buildings have any special effect ?

From what I see in the tech. tree the only faction for which the academy is useful are the Turks.

What's the use of the college of surgeons ?

is the University only a GA goal or does it have any other impact than enabling to build ... the military academy and the college of surgeon (in which case see the questions above ...) http://www.totalwar.org/forum/non-cgi/emoticons/dizzy.gif
